HCS & TxHmL Eligibility

Support to live a full life in the community.
HCS and TxHmL are Texas Medicaid waiver programs for people with an intellectual disability or a related condition. They provide services and supports so people can live in the community, adding to the help that already comes from family, neighbors, and other programs rather than replacing it. HCS includes residential options. TxHmL is for people living in their own or their family's home.
Eligibility is decided by the state, not by a provider. To get started, contact the Local Intellectual and Developmental Disability Authority (LIDDA) for your county and ask to be added to the interest list. Offers depend on need, your date on the list, and available funding. When an offer comes, your LIDDA helps you apply and you choose your provider. If you are already enrolled, you can change providers at any time.

General eligibility requirements
- An intellectual disability (IQ of 69 or below), or an approved related condition with an IQ of 75 or below
- Mild to severe challenges with everyday adaptive skills
- Eligible for Medicaid benefits
- Not enrolled in any other Medicaid waiver program
- Not living in an institution (HCS)
- Living in your own home or your family's home (TxHmL)
